The TWO ADULT RULE = two trained, screened adults are present.
The TWO ADULT RULE is always preferred when supervising children and students in transportation circumstances. Please note that the TWO ADULT RULE does not replace proper ratios of adult to child supervision. Check your state law to confirm any ratio requirements.
The RULE OF THREE = at least three individuals are present (Example: two students plus a screened adult). In transportation settings where the TWO ADULT RULE cannot be met, the RULE OF THREE should be followed. In ALL cases, avoid transportation circumstances that leave only one child in transport.
Please note: some states have codified the Two Adult Rule, such that two adults must be present and supervising minors at all times. Be aware of your state law!
